The South African Maritime Safety Authority (SAMSA) was established as a “Juristic Person", responsible to the Minister of Transport, by the SAMSA Act, effective 01 April 1998 and charged with the administration of identified Acts and Regulations which include but are not limited to:

  • SAMSA Regulations, 1998 (ICT to add link)
  • Merchant Shipping (National Small Vessel Safety) Regulations, 2007 (ICT to add link)
  • Merchant Shipping (Licensing of Vessels) Regulations, 2002 (ICT to add link)
  • Ship Registration Regulations, 2002 (ICT to add link)
  • Maritime Occupational Safety Regulations, 2004 (ICT to add link)
  • Merchant Shipping (Eyesight and Medical Examinations) Regulations, 2004 (ICT to add link)
  • Merchant Shipping (Collision, etc) Regulations, 1996 (ICT to add link)
  • Marine Traffic Regulations, 1985 (ICT to add link)
  • Applicable Acts and Regulations therefore define the minimum requirements and standards applicable to vessels.

    Formal interpretation of Acts and Regulations and clarification of SAMSA policy is promulgated to interested/involved parties by Marine Notices. The majority of Acts and Regulations and valid Marine Notices may be found on SAMSA's web site (http://www.samsa.org.za).

    Other means of communication of SAMSA policy to interested/involved parties and the public is by Check Lists for vessel specific surveys, safety brochures and hosting of Workshops/Training Sessions.
